The model on the left is 7 storeys which is the original plan the Council approved in 2015 after extensive consultation with the community.  This is FSR 1.3:1.  Council is voting to increase the FSR to 2.5:1, almost double the residential density.  This represents 17 storeys.  If the height is less than 17 storeys the footprint will increase leaving less public or community space in the Hub.  And the community buildings, which will be owned by the Council will have residential units above them, providing little or no flexibility to Councils in the future.  IF Council votes to increase the FSR to 2.5:1, this is the thin edge of the wedge for all new building heights in Ku-ring-gai.  Think Chatswood, St.Leonards town centres.
